This newsletter contains information about the following:

  • decisions that were taken at the WHOA AGM that was held on 26 November 2020; and

  • office closure and access arrangements for employees, contractors and service providers during the 2020/’21 holiday season

The 2020 WHOA AGM

Thank you to all who attended the 2020 AGM on 26 November 2020. The following were approved at the meeting:


A. Financial

  • The annual financial statements 31 March 2020.

  • The annual estimate of income and expenditure (the budget) for 2020/’21 (the current financial year). This budget makes provision for a levy increase of 5%, compared to the 2019/’20 financial year, amounting to a levy of R1515,00 per month.

  • The annual estimate of income and expenditure (the budget) for 2021/’22 (the financial year starting on 1 March 2021). This budget makes provision for a levy increase of 3%, compared to the 2020/’21 financial year, amounting to a levy of R1560,00 per month. This is the lowest increase since the inception of the WHOA.

B. Amendment to the constitution

The constitution was amended to stipulate that only bona fide members (homeowners) are from now on eligible to be nominated to serve on Excom.


C. Amendment to the estate rules

Clause 18 was amended to govern the display and placement of estate agent signage. “For sale” or “to let” signage, as well as pointer boards to houses on show, may no longer be displayed on any erf or communal property on Welgevonden Estate. A period of grace until 15 January 2021 will be allowed for signage that is currently in place. All “for sale” or “to let” signage must be removed by 15 January 2021.


Important dates and arrangements: December 2020 / January 2021 holiday season

  • Administrative office: Welgevonden Estate’s administrative office (R44 entrance) will close on Friday 18 December 2020 and reopen on Monday 4 January 2021. Matters that require urgent attention during this period can be referred to the estate’s security office, telephone number 021 889 5209.

  • Biometric office: This office (R304 entrance) will be open on weekdays from 21 December 2020 to 31 December 2020 from 09:00-12:00 for those who wish to register on the biometric system.

  • Builders’ holiday: The annual builders’ holiday starts on Saturday 19 December 2020 and ends on Sunday 10 January 2021. During this period no building activities will be allowed on Welgevonden Estate and building contractors will not be allowed to enter the estate.

  • Household services:

  • Domestic and garden workers: Access allowed throughout the holiday season, except that garden workers will not be allowed on public holidays.

  • Household emergency services (for example, emergency plumbing or electrical work, Frogfoot fibre network teams, internet service providers): No restriction.

  • Welgevonden Estate routine services (for example, municipal refuse collection, postal services, courier deliveries): No restriction.

  • Please take note that standard access control measures apply for the above.

  • Notice seen on the Stellenbosch Municipality Facebook page (applicable to Welgevonden Estate): Please be informed that the normal municipal refuse collection service will not be rendered on 25 December 2020 and 1 January 2021. The areas affected will be serviced on Saturday 26 December 2020 and 2 January 2021 respectively.
