Welgevonden Estate: Estate manager’s newsletter: 2 December 2021

Dear Welgevonden Homeowners and Residents


In this edition of our monthly newsletter you can read about:

  • feedback on the recent WHOA AGM;

  • the wrapping up the Welgevonden Estate Garden-of-the-Year competition 2021;

  • the monthly Welgevonden Art Walk;

  • a Carols by Candlelight event on 11 December; and

  • the Welgevonden Estate office closure and access arrangements to Welgevonden Estate for employees, contractors and service providers during the 2021-’22 holiday season.

The 2021 WHOA AGM

Thank you to all WHOA members who attended the 2021 AGM on 29 November. Below is feedback on some of the aspects of the meeting.


A. Financial

The meeting approved the annual estimate of income and expenditure (the budget) for the 2022-’23 financial year. This budget makes provision for a levy increase of 4,5%, which amounts to an increase of R70 per month, and a monthly levy amount of R1 630 payable from 1 April 2022.


B. Resolutions

The following three resolutions were adopted at the meeting:

  • To sink two boreholes on Welgevonden Estate and to supply and install an automated irrigation system. (Voting was as follows: In favour: 113; against: 3; abstained: 1)

  • To appoint consultants to lodge, after consultation with interested and affected parties, an application(s) with the Stellenbosch Municipality and other relevant authorities for consent to exclude from the Welgevonden Homeowners’ Association certain erven that still form part of the Association, but which are located outside the security enclosure of Welgevonden Estate, and to implement the decision(s) made by the relevant authority/authorities pursuant to such application(s). (Voting was as follows: In favour: 95; against: 19; abstained: 3)

  • To put measures in place to ensure control over, and the removal of, stray pets on Welgevonden Estate. (Voting was as follows: In favour: 102; against: 14; abstained: 1)

C. Excom members

We would like to thank the outgoing Excom members – Erlo Vos, Wynand Viljoen and Johann Bosman – for their time and service of great value to the WHOA and Welgevonden Estate while serving on the committee.


At the same time we wish to extend a warm welcome to Eduan Naude, André Franken and Etienne Gunter who have joined Excom as new members.


Garden-of-the-year competition 2021

This year’s Welgevonden Estate Garden-of-the-Year competition was recently concluded when prizes were presented to the winners.

In the photograph (from left to right): André Franken (Best newly-established garden), Marita Nigrini (Garden-of-the-year 2021), Gawie Marx, Adrian and Ester Beetge (Most water-wise indigenous garden), Giel Viljoen (Leapfrog Properties Stellenbosch – sponsors of the competition), Annalene de Beer (Runner-up Garden-of-the-year 2021) and Ruan du Plessis (Crown Landscaping).


Welgevonden Art Walk

The monthly Art Walk – organized by Ria Bennet, owner of 6 Fynbos Street – takes place on Friday 3 December 2021. This initiative gives artists who live in Welgevonden Estate, a monthly opportunity to display their work that covers a wide spectrum of arts and crafts, at their home studios. Carols by Candlelight

Karin Meyer from 16 Autumn Close will be hosting a Carols by Candlelight event for Welgevonden Estate residents on Saturday 11 December 2021, starting at 17:00. This family event – also an ideal opportunity for a late-afternoon picnic – takes place on the triangular green area between Welgevonden Boulevard and Welgevonden Boulevard South, near the new coffee kiosk.


Included in the programme are vocal performances by individual Welgevonden Estate residents, singing of carols along with instrumental accompaniment, as well as the arrival of Santa Claus at around 18:00 to hand out presents to the smaller children. (Parents wanting to participate, can drop their children’s presents off at No 14 Autumn Close beforehand where Santa will collect it, or bring it with them to the event.)

Important dates and arrangements: December 2021 / January 2022 holiday season


A. Administrative office

The Welgevonden Estate administrative office (R44 entrance) will close on Wednesday 22 December 2021 at 12:00 and reopen on Monday 10 January 2022. Matters that may require urgent attention during this period can be referred to the estate’s security office, telephone number 021 889 5209.


B. Biometric office

This office (R304 entrance) will be open on weekdays from 23 December 2021 to 7 January 2022 from 09:00-12:00 for those who wish to register on the biometric system.


C. Builders’ holiday

The annual builders’ holiday starts on Monday 20 December 2021, and ends on Sunday 9 January 2022. During this period no construction or building activities will be allowed on Welgevonden Estate, and building contractors will not be allowed to enter the estate. For this period all building sites must be properly closed off according to building requirements. No building materials and/or tools may be stored or left outside the building site enclosures. Furthermore, transportable toilets for contractors must be positioned within the enclosed site areas.


D. Access to Welgevonden Estate – domestic workers and service providers

  • Domestic and garden workers: Access will be allowed throughout the holiday season, except for garden workers on public holidays.

  • Household emergency services (for example, emergency plumbing or electrical work, Frogfoot fibre network teams, internet service providers): No restriction.

  • Welgevonden Estate routine services (for example, municipal refuse collection, postal services, courier deliveries): No restriction.

  • Please take note that standard access control measures apply for the above.

E. Municipal refuse and recycling collection

Stellenbosch Municipality indicated that municipal refuse and recycling collection services will be rendered according to the standard schedule during the festive season. This means that Welgevonden Estate’s service in this regard will continue to be on Fridays as it currently is. Please note: Only refuse placed inside municipal bins will be collected. No extra black bags will be removed.
